Initial Inspection - Electrical

During this part of inspection, auditor checks the available documents in presence of factory Engineer/representative to check the availability of documents based on which the Electrical Integrity Assessment will proceed. Following key documents shall be reviewed:

  • Approval Electrical plan,
  • Occupancy certificate,
  • Full set of original Electrical drawings/as built Electrical drawings
  • Full set of original Structural drawings/as built Structural drawings,
  • Geotechnical report,
  • Machine lay out plan,
  • Floor load plan,
  • Previous assessment report (if any),
  • Material test report etc.

Physical Observation

During this part of assessment, auditor shall travel every corner of the factory and collect data regarding nonconformities present in all key Electrical elements and collect photographic evidence as well. The major issues which shall be covered in the physical observation are as follows:

  • Electrical system
  • Verification of as built condition with existing Electrical / architectural drawing.
  • Load path and load carrying system
  • Major/progressive distress in key structural element
  • Expansion joint condition (if any)
  • Existing loading condition
  • Identification of overloading area
  • Condition of façade system
  • Undocumented horizontal/vertical extension
  • Availability of posted load plan and load marking

Detail Assessment - Electrical

Details Electrical Engineering Assessment:

  • Prepare As-built Electrical drawing, if not available already. The as-built drawing shall show:
  • The Electrical elements with dimensions at all levels, foundations and framing on plan, section and elevation.
  • Cross-sectional drawings showing all Electrical equipment and elements etc.
  • If as-built drawings are available–verify if it truly represents the structure.
  • Review and modification of As‐built single line electrical diagram.
  • Review and modification of electrical layout design.
  • Develop and implementation of NFPA 70 electrical safety program
  • Checking the electrical wiring size according to the capacity of circuit breaker.
  • Clear marking of all distribution board according to the BNBC and ACCORD standard
  • Assessment of each load management scheme

 

As-built drawing shall be checked as per Following:

  • Bangladesh Electricity Act.
  • IEE wiring Regulation (17th edition) BS: 7671 2008 including all parts.
  • British Standards (BS).
  • National Electrical Code of USA with necessary modifications for Bangladesh.
  • ISO 50001 standard for Energy management System. 
  • International Electro technical Commission (IEC) specifies the standards related   to energy production and distribution, electronics, magnetic and electromagnetic, electro acoustics, multimedia and telecommunication, as well as associated general disciplines such as terminology and symbols, electromagnetic compatibility measurement and performance, dependability, design and development, safety and the environment.
  • Prepare Load Plan and arrange posting of load plan and approve it.
  • Approved As-built Electrical drawings.
  • DEA Report with following items:
  • Highlight any variation between as built and designed electrical structure (if known)
  • Results of testing for strength and materials.
  • Results of geotechnical investigation.
  • Details of loading, inputs and results of computer modeling.
  • Approved Electrical Load plans.

Detail Engineering Assessment (DEA)

Detail Engineering Assessment (DEA) process as per Alliance standard: Essential Information and steps for Detail Engineering Assessment (DEA)

DEA Steps:

Prepare As-built Architectural +Structural drawing, if not available already. The as-built drawing shall show:

The structural, nonstructural elements with dimensions at all levels, foundations and framing on plan, section and elevation.

Cross-sectional drawings showing reinforcements in foundations, columns, beams, slabs etc.

If as-built drawings are available–verify if it truly represents the structure.

As-built drawing shall be prepared/checked as per Alliance standard 8.19 and/or 8.20.

Scanning of rebar’s in main structural elements of lower tiers (SeeAPD.5) to confirm as-built condition.

Arrange confirmatory soil test(2/3borings)

Spot check of foundation by excavation, if necessary

Identify causes of any physical distress, dampness or any other abnormalities and suggest remedial measures.

Work on specific terms of concern identified by the QAF in the initial structural assessment report

Identify any overloading, additions, extensions, presence of water tanks, towers. Study their effect on the structure and suggest remedial measures.

Arrange for core test by taking 4 Nos. 4in. cores (see details in APD.5, D.17) to assess in situ strength. Use ACI 562 to find 𝒇′𝒆𝒒 to be used in design checking.

Prepare structural model as per As-built drawing using appropriate software by following the standard practice and building code.

Obtain reliable data on steel grade or arrange testing of steel rebar (if possible) or assume 40grade conservatively for using in all analysis/design adequacies.

Use loading and Load factors as per standard (NTC/Alliance)

Check strength and serviceability requirements as per BNBC-2006

Make recommendation(s) based on results of DEA–including restriction of loading, restriction on vertical extension.

In case of deficiency in structural integrity of the structure(s), appropriate retrofitting scheme is to be designed.

Prepare Load Plan and arrange posting of load plan and approve it.

DEA Deliverables:

Approved As-built structural architectural drawings.

DEA Report with following items:

Highlight any variation between as built and designed structure (if known)

Results of testing for strength and materials

Results of geotechnical investigation

Details of loading, inputs and results of computer modeling

Commentary on adequacy/inadequacy of elements of the structure

Schedule of any required retrofitting required for safety or safe performance of structure

If applicable, retrofitting scheme design with detail working drawings and design assumptions/notes

Approved Load plans.
